This activity is for participants taking part in the Cities of Learning study visit for Networking and Advocating.

This session is designed for participants to engage directly with Europe Goes Local, a key European cooperation platform for quality development in local youth work. The purpose is to understand their approach to advocacy, knowledge exchange, peer learning, and networking at the local level. This visit aims to mutually learn from their practices and explore how these can inform and strengthen the Cities of Learning Network, directly enhancing "Networking and Advocating", "Communicating Meaningfully", and "Being Civically Engaged" competence areas within the European Training Strategy (ETS) Competence Model for Youth Workers.

Why this Activity? (Strengthening local youth work & European connections)
Visiting Europe Goes Local offers invaluable insights into a well-established platform dedicated to strengthening local youth work across Europe. This is a unique opportunity to understand how a European-level project supports grassroots efforts, fosters dialogue among stakeholders, and develops practical tools like the Changemakers Kit and the European Charter on Local Youth Work. By engaging with their vision and methods, participants can identify strategies for quality development, peer learning, and effective advocacy that are highly relevant to their own work and the broader Cities of Learning Network. It's a chance to build bridges between local and European levels and foster concrete collaborations.

About Europe Goes Local
Europe Goes Local is a European cooperation platform focused on the quality development of local youth work through advocacy, knowledge exchange, peer learning, and networking.

The Project
This initiative is a European cooperation project committed to developing and strengthening local youth work. Following the 3rd European Youth Work Convention (December 2020), which identified actions to support the implementation of the Youth Work Agenda through the Bonn process, Europe Goes Local's mission is to strengthen the youth work community of practice at the local level. This is done in line with the European Youth Work Agenda and from the perspective of municipalities and local youth work actors. The project is financed by contributions from participating National Agencies, within the framework of the Erasmus+ (Training and Cooperation Activities) and/or the European Solidarity Corps (Networking Activities) programmes. It is governed by a Steering Group and an Advisory Board and is running from 2021 to 2027, with a mid-term evaluation in 2024.

Key Objectives
  • To build bridges between the local and European levels, including municipalities in rural areas.
  • To strengthen the dialogue between the stakeholders of local youth work.
  • To make the European dimension an integral part of local youth work provision.
  • To offer tools and opportunities for local stakeholders to collaborate and develop common projects.
  • To recognise and promote European best practices with the purpose of peer-learning.

The Platform
The Europe Goes Local platform brings together governmental and non-governmental partners who are involved in advocating, supporting, developing, and implementing local youth work. It aims to create dialogue and cooperation, providing concrete activities, learning and networking opportunities, tools, and sources of knowledge. Its geographical scope includes countries involved in the Erasmus+: Youth and European Solidarity Corps programmes, European and national networks, umbrella organizations, SALTO Resource Centers, and other large-scale initiatives. All partners are invited to contribute actively by sharing knowledge, creating tools, networking, advocacy, and disseminating project outcomes.

Foundational Tools
The platform's foundational tools for quality development of local youth work are:
  • The European Charter on Local Youth Work: This Charter aims to contribute to the further development of local youth work by outlining guiding principles and design considerations.
  • The Changemakers Kit: A comprehensive toolkit for local youth work, which includes the European Charter on Local Youth Work principles, good practices, reference materials, and guiding questions for a quality development journey.

Connecting with Cities of Learning
The connection between Europe Goes Local and the Cities of Learning Network is highly complementary:
  • Shared Focus on Local Impact: Both initiatives prioritize strengthening local youth work and recognizing learning that happens at the community level.
  • Advocacy for Non-Formal Learning: Europe Goes Local's emphasis on advocacy for quality local youth work directly aligns with Cities of Learning's advocacy for the recognition of non-formal learning through Open Badges.
  • Networking and Collaboration: Both platforms are built on the principles of networking, exchange of knowledge, and fostering collaboration among diverse stakeholders to achieve common goals.
  • Tools for Quality Development: The Changemakers Kit and the European Charter on Local Youth Work offer valuable frameworks and tools for quality development that can inspire and be integrated into Cities of Learning initiatives.
  • European Dimension: Europe Goes Local explicitly aims to make the European dimension an integral part of local youth work, which resonates with Cities of Learning's aspiration to build a connected European network of learning ecosystems.
Through this visit, participants can gain practical insights into how to structure and advocate for quality local youth work, drawing lessons that are directly applicable to strengthening their own local Cities of Learning platforms and the broader Network.

Objectives of the activity
  • To understand Europe Goes Local's mission, key objectives, and the functionalities of their platform and tools (e.g., Changemakers Kit, European Charter).
  • To explore strategies for quality development in local youth work, including peer learning and knowledge exchange, as practiced by Europe Goes Local.
  • To identify potential synergies and opportunities for cooperation between local Cities of Learning initiatives and Europe Goes Local's efforts.
  • To learn effective advocacy approaches for strengthening local youth work and integrating the European dimension.
  • To exchange good practices related to networking and supporting local stakeholders in youth work.

Instructions

  • Participants should familiarize themselves with the core mission and objectives of Europe Goes Local as outlined above.
  • Prepare 1-2 questions for Europe Goes Local representatives, focusing on their practical tools, advocacy strategies, or examples of successful local youth work development.
  • Consider how your local Cities of Learning initiative could benefit from or contribute to Europe Goes Local's work.
During the Visit
  • Actively listen to the presentation by Europe Goes Local representatives.
  • Engage in the discussions, asking your prepared questions and sharing insights from your own experiences with Cities of Learning.
  • Pay attention to how Europe Goes Local builds bridges between local and European levels, and how they foster dialogue among stakeholders.
  • Observe how their tools and methodologies could be adapted or applied within the Cities of Learning framework.
After the Visit (Post-visit reflection)
  • Reflect on what key learnings you gained from the visit regarding quality development in local youth work and effective advocacy.
  • Consider specific ways that Europe Goes Local's approach or tools could enhance your local Cities of Learning activities.
  • Note down any potential concrete follow-up actions or partnership opportunities identified that could benefit both Europe Goes Local and the Cities of Learning Network.

By actively participating in the organisational visit to Europe Goes Local, engaging in the exchange of knowledge, and reflecting on how their work can strengthen local youth work and the Cities of Learning Network, participants will earn the "Local Youth Work Champion" badge! This badge signifies proactive engagement in understanding European platforms for youth work development, contributing to the dialogue on quality and advocacy, and exploring collaborative opportunities to enhance local impact. This contribution directly supports the development of "Networking and Advocating", "Communicating Meaningfully", and "Being Civically Engaged" competence areas as defined by the ETS Competence Model for Youth Workers. This badge has been issued by the Cities of Learning Network Partner trio who are managing the Network.
