Welcome to the Cities of Learning Network Study Visit for Networking and Advocating!

We're excited to have you join us for a journey focused on strengthening connections and championing youth work and non-formal learning. You're invited to arrive on June 15th, with departures scheduled for June 19th. Our program will primarily be in Antwerp on June 16th and 17th, and then we'll transition to Brussels for June 18th.
This study visit is a collaborative effort, proudly organised by the Cities of Learning Network Trio, alongside our hosting partners, CAP-City, and CODEC.
Throughout these days, we'll delve into a series of objectives designed to enhance your networking and advocacy competencies. We look forward to a productive and engaging visit with all of you!

This activity is for participants taking part in the Cities of Learning study visit for Networking and Advocating.

This session is designed for participants to engage directly with Democracy Reloading, a European cooperation program dedicated to strengthening youth participation in local and regional municipal decision-making. The purpose is to understand their tools, training, and inspiration, mutually learn from their practices, and explore how to advocate for stronger youth voice in democratic processes. This activity directly enhances "Networking and Advocating", "Communicating Meaningfully", and "Being Civically Engaged" competence areas within the European Training Strategy (ETS) Competence Model for Youth Workers.

Why this Activity? (Empowering Youth Voice & Democratic Participation)
Visiting Democracy Reloading offers invaluable insights into a crucial area of youth work: empowering young people to influence local and regional decisions. This is a unique opportunity to understand how a European-level program provides concrete tools, fosters training, and collects inspiration to support municipalities in developing meaningful youth participation. By engaging with their vision and methods, participants can identify strategies for promoting democratic engagement, learn from successful practices in youth policy, and strengthen their collective advocacy for youth-inclusive governance. It's a chance to build bridges between youth work practice and political decision-making, and to foster concrete collaborations for more democratic communities.

About Democracy Reloading
Democracy Reloading provides tools, training, and inspiration to municipalities to develop democracy by engaging young people in local and regional municipal decision-making. They offer reference tools, assessment tools, and support tools to reflect on the local and regional context of youth participation. They organize training courses and meetings for policy makers, decision-makers, and youth representatives to share experiences and practices, and to learn from theory and practice. They also collect and publish inspirational examples from municipal youth policy practitioners from across Europe.

Democracy Reloading is a long-term cooperation program among Erasmus+ Youth National Agencies, aiming to support municipalities in developing youth participation in decision-making with know-how, exchange, networking, and financial grants. The current phase is planned between 2021-2027 and is coordinated by Bureau International Jeunesse (Belgium).

Their Target Audience
Democracy Reloading aims to respond to the needs and expectations of these "actors of change":
  • Municipal Youth Policy Officers: Civil servants working for local or regional authorities, responsible for youth policy and youth participation.
  • Political Representatives: Elected politicians of local or regional councils/self-governments, whose priority and policy focus is youth and youth participation.
  • Youth Representatives: Members of local youth councils or other types of youth participation structures that can influence municipal decisions, who represent the young people of their municipality, organization, or school.
  • Youth Workers: Youth workers who facilitate and support municipal youth participation, or coordinate the work with the municipal youth council.

The Ideal Organisational Environment for Youth Participation in Municipal Decision Making (Key Areas They Support)
  • Supportive Municipality: Achieving sufficient political support and ensuring municipal staff are ready.
  • Empowered Youth: Knowing where to involve young people and having empowered youth ready to participate.
  • Strategy and Structure: Having asked young people what they needed and established a clear structure and strategy for youth participation.
  • Managing Youth Participation: Providing optimal resources for youth participation and ensuring the municipality is publicly committed to govern with youth.

What They Offer
  • Tools for Development: Constantly producing tools (assessment tools, development tools, workbooks) to help municipalities reflect on and improve their practices.
  • Training Courses and Meetings: Organising training courses for municipality staff, political representatives, and youth representatives on how to design, realise, and develop municipal youth participation and local democracy.
  • Testimonials and Interviews: Collecting video interviews with youth policy practitioners about their experiences, challenges, and achievements for inspiration.
  • Community of Practice: Creating and managing a European community of municipal youth policy officers, providing a safe space for sharing experience, mutual learning, and partnership building.

Connecting with Cities of Learning
The connection between Democracy Reloading and the Cities of Learning Network is fundamentally aligned with shared goals of youth empowerment and civic engagement:
  • Youth Voice and Participation: Democracy Reloading's core mission directly supports the Cities of Learning Network's aim to empower young people and ensure their voices are heard, not just in learning but also in civic life.
  • Non-Formal Learning for Civic Engagement: The skills developed through Democracy Reloading’s tools and trainings (e.g., critical thinking, communication, collaboration, understanding democratic processes) are often acquired through non-formal and informal learning, which the Cities of Learning platform is designed to recognise and validate.
  • Networked Approach: Both initiatives operate as networks, fostering collaboration, peer learning, and knowledge exchange among diverse stakeholders (municipalities, youth organizations, youth workers).
  • Advocacy for Recognition: Democracy Reloading advocates for the recognition of youth participation in decision-making, complementing Cities of Learning's advocacy for the broader recognition of non-formal learning outcomes.
  • Strengthening Local Ecosystems: By promoting youth participation at local and regional levels, Democracy Reloading helps strengthen the civic dimension of local learning ecosystems, which is a vital aspect of a thriving City of Learning.
Through this visit, participants can gain practical strategies for involving young people in local decision-making, discover tools for assessing and improving youth participation, and explore how the Cities of Learning platform can complement these efforts by recognizing the civic competences young people develop through such engagement.

Objectives of the activity
  • To understand Democracy Reloading's mission, target audience, and the tools/services they offer to support youth participation in municipal decision-making.
  • To explore the concept of an "Ideal Organisational Environment for Youth Participation" and reflect on its applicability to participants' own contexts.
  • To identify concrete strategies and good practices for engaging young people in local democratic processes.To learn how to advocate for and develop structures that foster meaningful youth participation in governance.
  • To identify potential synergies and opportunities for cooperation between Cities of Learning initiatives and Democracy Reloading's programs.

Instructions
Preparation before the visit:
  • Participants should familiarise themselves with Democracy Reloading's core mission and offerings as outlined above.
  • Prepare 1-2 questions for Democracy Reloading representatives, focusing on their practical tools, successful youth participation models, or challenges in engaging municipalities.
  • Consider how your local Cities of Learning initiative currently supports youth voice or how it could integrate more civic participation elements.
During the visit:
  • Actively listen to the presentation by Democracy Reloading representatives.
  • Engage in discussions, asking your prepared questions and sharing insights from your own experiences in supporting youth participation.
  • Pay attention to the tools and frameworks they present, considering how they might be adapted or applied in your context.
  • Observe examples of how youth are empowered to influence decisions and how different stakeholders collaborate.
After the visit (Post-visit reflection):
  • Reflect on what key learnings you gained from the visit regarding meaningful youth participation and democratic processes.
  • Consider specific ways that Democracy Reloading's approach or tools could enhance your local Cities of Learning activities, particularly in fostering civic engagement.
  • Note down any potential concrete follow-up actions or partnership opportunities identified that could benefit both Democracy Reloading and the Cities of Learning Network, especially concerning youth voice and civic competences.

By actively participating in the organisational visit to Democracy Reloading, engaging in the exchange of knowledge, and reflecting on how their work can strengthen youth participation and civic engagement within the Cities of Learning Network, participants will earn the "Youth Voice Advocate" badge! This badge signifies proactive engagement in understanding European initiatives for democratic participation, contributing to the dialogue on empowering young people's voices, and exploring collaborative opportunities to enhance local impact. This contribution directly supports the development of "Networking and Advocating", "Communicating Meaningfully", and "Being Civically Engaged"competence areas as defined by the ETS Competence Model for Youth Workers. This badge has been issued by the Cities of Learning Network Partner trio who are managing the Network.
